Tourism Law Observatory for Latin America and the Caribbean Set to Improve Regional Regulations
The Tourism Law Observatory for Latin America and the Caribbean (TLO-LAC) is a groundbreaking initiative aimed at enhancing the quality of tourism regulations and promoting dialogue, knowledge exchange, and harmonization of tourism laws and policies across the region.
The TLO-LAC received unanimous support from all Members of the Americas region during the last meeting of the Regional Commission in Varadero, Cuba. This observatory, a joint project between UN Tourism and the Inter-American Development Bank, will be headquartered at the United Nations House in Montevideo, Uruguay.
The TLO-LAC's main objectives include acting as a consultative and technical body focused on tourism legislation, enhancing the regulatory framework governing tourism to make it more effective, coherent, and aligned with sustainable development goals, and facilitating collaboration among countries in Latin America and the Caribbean to address common challenges and advance tourism law.
The observatory will also promote best practices and foster legal and policy innovations within the tourism sector. To achieve this, the TLO-LAC will deploy a digital tool, "TurismoLex", which compiles tourism legislation for the LAC area. It will also establish a framework for collaboration with prestigious higher education institutions to carry out studies, technical reports, and create working groups that deal with Tourism Law.
The TLO-LAC is scheduled to begin operations at the beginning of 2025. The ceremony for its inauguration was attended by His Excellency the President of Uruguay Luis Lacalle Pou, the United Nations Resident Coordinator in the country Pablo Ruiz, the Minister of Tourism Eduardo Sanguinetti, Senator and former Minister of Tourism Tabaré Viera, and the Director General of the Ministry of Tourism Ignacio Curbelo, among others.
The TLO-LAC will issue reports and studies through which Administrations can develop legislation appropriate to the interests of the sector, facilitating regional regulatory cooperation, improving cross-border relations, and the harmonious development of tourism legislation. It will serve as an interactive forum for exchanges between the public, private, and academic sectors on best practices and legislative trends in tourism.
The TLO-LAC will address regulatory challenges and identify opportunities for growth and innovation in the tourism sector. It is expected to elevate the governance and legal frameworks around tourism, supporting sustainable and resilient tourism development in the region. The approval of the TLO-LAC was made during the 121st session of the Executive Council held in Barcelona on 11 June of this year, and it will be submitted for ratification at the 26th session of the UN Tourism General Assembly. Uruguay will lead the TLO-LAC, positioning it to play a pivotal role in shaping the legal landscape of the tourism sector.
