Japan Eases License Conversion for Abroad Residents, Tightens Rules for Foreigners
Japan has updated its driver's license regulations, making it easier for Japanese nationals living abroad to convert their foreign licenses while tightening rules for foreign residents in Japan.
Japanese nationals residing abroad can now swap their foreign licenses for a Japanese one by presenting their family register certificates. Previously, they had to take both a written and speed test.
The process has been simplified, but domestic rules have been tightened. Foreign residents in Japan must now submit a copy of their Japanese residence certificate to obtain or renew a license. The previous system accepted temporary addresses like hotels or other accommodations.
The knowledge test for Japanese driving licenses has been beefed up. Examinees must now answer at least 90% of 50 questions correctly, up from the previous 30 questions.
Foreign nationals who have recently acquired a Japanese license will no longer be able to renew it if they lose their residence certificate. The driving skills test has also been updated to include navigating pedestrian and railway crossings on speedtest courses.
These changes aim to streamline the licensing process for Japanese nationals living abroad while ensuring the safety and validity of licenses held by foreign residents in Japan. The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) is expected to oversee these new regulations.
